دانش بومی و عدالت معرفتی: تأملی در اقتصاد سیاسی دانش و سیاست به‌رسمیت‌شناسی

چکیده
دانش بومی در دهه‌های اخیر به یکی از کانون‌های اصلی مباحث عدالت معرفتی، توسعۀ پایدار و سیاست‌گذاری زیست‌محیطی تبدیل شده است و شماری از پژوهش‌ها نیز با بررسی پیوند آن با استعمار، مناسبات قدرت و حاشیه‌رانی نظام‌های معرفتی، بر ضرورت سیاست‌های به‌رسمیت‌شناسی تأکید کرده‌اند. با این حال، خود سیاست‌های به‌رسمیت‌شناسی و پیامدهای معرفتی و نهادی آن نیز نیازمند بازاندیشی و نقد بیشتری هستند. از این رو، مقالۀ حاضر با بهره‌گیری از رویکردی میان‌رشته‌ای در پیوند میان انسان‌شناسی، مطالعات علم‌وفناوری و اقتصاد سیاسی دانش، به واکاوی تبارشناسانۀ به‌حاشیه‌رانی دانش بومی و بازاندیشی در سیاست به‌رسمیت‌شناسی می‌پردازد. نگارنده با اتکا به خوانش فوکویی از قدرت / دانش، مفهوم حکومت‌مندی، نظریه‌های عدالت معرفتی و مطالعات انتقادی دانش بومی، نشان می‌دهد که دانش بومی پدیده‌ای ایستا و یکپارچه نیست، بلکه در متن مناسبات متکثر و مناقشه‌آمیز قدرت تولید، اعتباربخشی و بازتعریف می‌شود؛ مناسباتی که در آن دولت‌ها، نهادهای علمی، سازمان‌های بین‌المللی، شرکت‌های فراملی و کنشگران محلی در فرایندهای تعریف، ترجمه، استانداردسازی، حفاظت و بهره‌برداری از دانش مشارکت دارند. بررسی نمونه‌های تجربی از حوزه‌های زیست‌پزشکی، کشاورزی، حفاظت محیط‌زیست و مستندسازی دانش سنتی نشان می‌دهد که به‌رسمیت‌شناسی، اگر به افزودن دانش بومی به چهارچوب‌های موجود محدود شود، ممکن است به ترجمۀ تقلیل‌گرایانه، استانداردسازی و بازتولید مناسبات نابرابر معرفتی بینجامد. در عین حال، فرایندهای نهادی و سیاست‌های دولتی می‌توانند ظرفیت‌هایی برای مستندسازی، حفاظت حقوقی، مشارکت و توزیع منافع نیز فراهم آورند. بر این اساس، مقاله با عبور از دوگانۀ سادۀ شناسایی / عدم شناسایی، چهارچوبی تحلیلی برای بازاندیشی در عدالت معرفتی و سیاست به‌رسمیت‌شناسی ارائه می‌کند که ابعاد گفتمانی، نهادی و عاملیت کنشگران را در پیوند با یکدیگر در نظر می‌گیرد. این چهارچوب ضمن دفاع از حق به‌رسمیت شناخته‌شدن و مشارکت در فرایندهای معرفتی، از کلیت‌سازی دربارۀ اجتماعات بومی و برتری‌دادن پیشینی به ادعاهای دانش بومی نیز پرهیز می‌کند.

Indigenous Knowledge and Epistemic Justice: Reflections on the Political Economy of Knowledge and the Politics of Recognition

In recent decades, indigenous knowledge has become a major focus of debates on epistemic justice, sustainable development, and environmental policymaking. A growing body of scholarship has examined its connections to colonialism, power relations, and the marginalization of knowledge systems, emphasizing the need for recognition policies. Nevertheless, recognition policies themselves, along with their epistemic and institutional consequences, require further critical examination. Accordingly, this article adopts an interdisciplinary approach at the intersection of anthropology, science and technology studies (STS), and the political economy of knowledge to genealogically examine the marginalization of indigenous knowledge and rethink the politics of recognition. Drawing on a Foucauldian reading of power/knowledge, the concept of governmentality, theories of epistemic justice, and critical scholarship on indigenous knowledge, the article argues that indigenous knowledge is neither static nor homogeneous; rather, it is produced, validated, and redefined through multiple, contested relations of power. States, scientific institutions, international organizations, transnational corporations, and local actors all participate in processes of defining, translating, standardizing, protecting, and exploiting knowledge. An examination of empirical cases from biomedicine, agriculture, environmental conservation, and the documentation of traditional knowledge shows that recognition, when reduced to incorporating indigenous knowledge into existing frameworks, may lead to reductive translation, standardization, and the reproduction of unequal epistemic relations. At the same time, institutional processes and state policies can create opportunities for documentation, legal protection, participation, and benefit-sharing. Moving beyond the simple binary of recognition/non-recognition, the article proposes an analytical framework for rethinking epistemic justice and recognition policies by considering their discursive, institutional, and agential dimensions in relation to one another. While affirming the right to recognition and participation in epistemic processes, this framework also avoids homogenizing indigenous communities or granting indigenous knowledge claims presumptive superiority.
