اقتصاد سیاسی-اجتماعی آلودگی؛ مردم‌نگاری انتقادی تجربۀ توسعۀ صنعتی در روستای سرو

چکیده
توسعۀ صنعتی در بسیاری از مناطق روستایی ایران، هم‌زمان با ایجاد فرصت‌های اقتصادی، پیامدهای اجتماعی و محیط‌زیستی گسترده‌ای را نیز به همراه داشته است. با این حال، بخش عمدۀ پژوهش‌ها این تحولات را از منظر شاخص‌های اقتصادی یا ارزیابی‌های فنی و محیط‌زیستی بررسی کرده‌اند و کمتر به تجربۀ زیستۀ ساکنان این مناطق پرداخته‌اند. این پژوهش با بهره‌گیری از رویکرد مردم‌نگاری انتقادی، تجربۀ هم‌زیستی با توسعۀ صنعتی را در روستای سرو سفلی، واقع در شهرستان اردکان یزد، واکاوی می‌کند. داده‌های پژوهش طی ده ماه کار میدانی و از طریق مشاهدۀ مشارکتی، مصاحبه‌های عمیق و یادداشت‌های میدانی جمع‌آوری شده و تحلیل داده‌ها با استفاده از نرم‌افزار اطلس انجام شده است. یافته‌ها نشان می‌دهد که صنعت برای ساکنان سرو، به‌طور هم‌زمان، منبع اشتغال و امنیت اقتصادی و نیز منشأ آلودگی، بحران آب، مخاطرات سلامت و دگرگونی‌های اجتماعی است. ورود پساب‌های صنعتی به قنات، آلودگی ناشی از ذرات کنسانتره و آهن، و گسترش آلاینده‌های هوا، منابع طبیعی و کیفیت زندگی روستا را تحت تأثیر قرار داده است. با وجود این، وابستگی معیشتی به صنعت باعث شده است که کنش مردم بیش از آنکه در قالب تقابل با توسعه شکل گیرد، در صورت‌هایی مانند سازگاری، چانه‌زنی، مطالبه‌گری و بازتعریف رابطه با صنعت بروز یابد. همچنین، یافته‌ها نشان می‌دهد که تجربۀ هم‌زمان توسعه، آلودگی، مهاجرت و تغییرات فرهنگی، روستا را به فضایی «میان‌بود» تبدیل کرده است که در آن هویت، امری ثابت و از پیش‌تعیین‌شده نیست، بلکه پیوسته در تعامل میان سنت و صنعت، تعلق محلی و تحولات معاصر بازسازی می‌شود. این مقاله با صورت‌بندی مفهوم اقتصاد سیاسی-اجتماعی آلودگی نشان می‌دهد که آلودگی به مثابه پیامد جانبی توسعۀ صنعتی، در پیوند با مناسبات قدرت، توزیع نابرابر منافع و هزینه‌های توسعه، و تجربۀ زیستۀ ساکنان معنا پیدا می‌کند. از این منظر، فهم توسعۀ صنعتی مستلزم توجه هم‌زمان به ساختارهای کلان قدرت و روایت‌های روزمرۀ مردمی است که زندگی آنان در متن این فرایند دگرگون شده است.

The Political-Social Economy of Pollution: A Critical Ethnography of Industrial Development in Sarv Village

Industrial development in rural Iran has often been presented through employment, investment, production, and regional growth, while the everyday experience of communities living beside large industrial complexes has received less attention. This article examines how residents of Sarv, a village in Ardakan County, Yazd Province, experience living alongside industrial development. The study is necessary because industrial transformation has altered livelihoods, resources, environmental conditions, health concerns, local power relations, and patterns of belonging. The main research question is: How do residents of Sarv experience and interpret coexistence with industrial development? Two subsidiary questions address changes in livelihood, employment, and health, and how power relations shape the distribution of development’s benefits and costs and residents’ responses. The study uses critical ethnography and is based on ten months of fieldwork between October 2024 and July 2025. Data were generated through participant observation, in-depth and semi-structured interviews, informal conversations, and field notes, and were coded and analyzed in Atlas.ti. The findings show that industry occupies an ambivalent position in village life. It provides employment, income security, opportunities to remain in the village, and new economic possibilities, while also being associated with water degradation, air pollution, dust from concentrate and iron particles, concerns about illness, changes in agriculture, and social transformation. Residents’ responses do not form a unified opposition to industry. They move among protest, negotiation, claims for compensation and Sarvices, persistence, accommodation, and attempts to redefine relations with industrial actors. Industrial migration has also unsettled boundaries between local and newcomer, Shi‘i and Sunni, and Iranian and Afghan, especially in the village school. The article develops the concept of a political-social economy of pollution to show how pollution becomes embedded in livelihood dependence, institutional relations, moral claims, local power, and everyday practices. Pollution therefore cannot be understood only as a physical externality of industrial production; it is also socially organized, politically negotiated, and incorporated into the conditions through which people continue to live.
